Have you taken a look at SmartCVS? (http://www.syntevo.com/smartcvs/)
They no longer sell or support the tool, but the free version is still
available, and it looks like it's Java based, which means it might
work on Win 10.

There's also the Linux Subsystem for Windows, which presumably could
run a normal command line CVS client.

There's also Cygwin (http://www.cygwin.com/) which is more-or-less a
port of a bunch of Unix tools (including CVS) to a Windows
environment. Again, command line CVS not a nice GUI, but it at least
works, and is free.

If you're willing to pay, March Hare will sell you a client, but again
that's a command line tool.



If you want to do some work yourself, you could try fixing TortiseCVS
(http://www.tortoisecvs.org/development.shtml) yourself. I don't know
where the Win10 problems lie, so I don't know if you'd need a new
CVSNT version or not. If you do, I suspect you could port the current
CVS client (http://www.nongnu.org/cvs/) without too much trouble, if
March Hare can't help with a new release of CVSNT.



Basically: No one is doing free development on CVS because almost no
one is using it. That's really down to the fact that it frankly
doesn't do everything that you want in a source control system (it
doesn't track history across file renames. It doesn't track history of
directories, etc). And these days a lot of organizations are jumping
on the distributed bandwagon with Mercurial and Git.



I'm personally pushing my organization toward SVN because it adds in
the things CVS lacks (it versions directories, it can track history
across a file rename, etc, etc) without being the completely new
paradigm inherent in DVCS systems.
