Frank, I'm sorry, but I'm not really sure what you're trying to say.
rev=HEAD is a sort of notation for "show me the latest revision".  rev=MAIN
says "show me the latest revision on the primary line of development".  If
your file has only one version (1.1), it's expected that both URLs lead to
same place.  Does that help?  Is there something different you're concerned
about?  Is your ViewVC instance public (so that we can see it, too)?
