I don't think you've overlooked anything.  So yeah, feel free to submit a
feature request to our issue tracker for this!

There is a danger here in that "PREV" could be the name of a CVS tag or
branch.  In other words, we've not really any solid claim to that revision
name.  But perhaps this is just a UI question.  We could simply say that
"...?view=diff&r1=&r2=5023" means "show the change made in r5023", and
"...?view=diff&r1=5023&r2=" means "show the *reverse* of the change made in
r5023".
