ViewVC has (for the most part) no concept of a root parent.  Yes, there's a 
little bit of logic for translating the configured root parents into a list 
of roots internally, but after that point, ViewVC trades only in root names 
irrespective of whether you configured them individually by name or by parent.

So, the svnauthz authorizer will apply the configured authz file to all the 
roots (again, irrespective of how they were added to viewvc.conf).  In your 
situation, it might appear that only the first root parent is honored by 
your svn.access file, but maybe that's just because the names of the roots 
in your additional parents don't appear in svn.access?

I don't if that will help you.

How many parents do you have?  ("Two -- my mum and my dad" ... )

How many svn.access files do you need to use?  If more than one, can you 
consolidate down to a single one?
