My opinion:  break it.

ViewVC and cvs2svn are the two foremost consumers of rcsparse, and you're a
committer for both of them.  rcsparse has not yet "grown up" into a project
of its own, and I don't predict that it ever will.  Let's not allow that to
hold back progress where it is most needed.  I would imagine that updating
existing code to expect another parameter on those functions would be
super-trivial effort, right?
