It's a configuration problem.  Between 1.1.0-beta1 and 1.1.0, the
mime_types_file configuration item was made into a multi-value option and
renamed to mime_types_files (note the 's' on the end).  If you add the 's'
to your configuration option name, I think you'll find that stuff works.

I would suggest to you (and to everyone upgrading to 1.1.0) that you read
the "Upgrading HOW-TO" document.  If you do so, you'll find (among other
things) the following statement:

   Speaking of MIME types, the option mime_types_file is now
   mime_types_files, as it now carries multiple paths to MIME mappings
   files, ordered by preference.
