[viewvc-dev] ViewVC 'address =' issue/wishlist

I just upgraded from 1.0.7 to 1.1.1 and found that the way the 'local 
repository maintainer' address works has changed.  I used to be able to 
do this:

address = <a href="mailto:jp@....">[Pester JP about issues with this 
page]</a>

And that would show up pretty usefully as:
	[Pester JP about issues with this page]
with a URL:
	mailto:jp@....

But in 1.1.1 that breaks, and I don't see a way to get the old function 
back.

Wishlist:

Change the parsing of that config value such that:
	address = <a href...
is simply inserted (old behavior), while anything else is interpolated 
(new/current behavior).
