Well, I could.  If I'd thought of it.  Duh...  I got so focused on 
trying to hack the config file to work the old way I just got stuck in a 
box.  This solution will add another file to diff on upgrade instead of 
just the config, but that's not that big a deal.

So yes, that will work.  Thanks for the speedy answer and sorry to waste 
time on something that should have been obvious...
