[viewvc-dev] svndbadmin not update database when added/removed a directory

I am using svn 1.6.12 and viewvc-1.2-dev.
 
I can added an empty direcotry and checked in successfully. But the revision info was not inserted to viewvc database. 
 
[root@corpsvn bin]# svnlook changed /data01/svnroot -r 84506
D   branches/P_TR_14_1_AUG_TEST/app/de/

Building commit info for revision 84508... skipped (no changes).
 
Is it a known issue? I could not find it in the list of open issues posted online.
 
How to fix it?
