No.  We've already proven that the Chinese directory is in your repository
(you can access it via the "/svn/..." URL) and is accessible using a
correctly-encoded URL.

Just so I'm clear:  If you visit "/viewvc/Doc", you do see the Chinese
directory listed there, right?  But then when you click the link to visit
that directory, that's when you get the 404?
