At first guess, I'd say you have the following settings:

  cvs_roots = cvs: /home/cvsroot
  default_root = cvs
  root_as_url_component = 0

With such settings, ViewVC's default display will be a directory listing of
the root directory of the CVS repository named 'cvs'.  Of course, if there
is no such CVS repository, ViewVC gives the error you see.  Try setting
default_root to the name of one of your Subversion roots/repositories, or
setting root_as_url_component = 1.
