ViewVC is for viewing existing repositories only, and has no interface for
repository creation, authorization configuration, hook script manipulation,
or any of the other things you would naturally expect to find in a remove
Subversion administration console app.

Effectively not supported by ViewVC.

ViewVC requires that its administrator tell it where the repositories of
interest live.  Once told, ViewVC presents those repositories in a single
flat listing of them all, allowing users to navigate into each repository as
if they were all subdirectories of some common root directory.

See the above comment about ViewVC not being an admin console.
