I finally found (and fixed) the problem.
. o O ( How many times have developers used caches to improve performance,
but wound up getting decapitated by the inherent evils of cache
management? )
Anyway, the fix will be released in ViewVC 1.1.1.
In the meantime, folks are advised not to use the "rebuild" cvsdbadmin (and
svndbadmin) command, but to use "purge" and "update" explicitly instead.
