It seems I inadvertantly changed the promise of 'svndbadmin rebuild' (and
'cvsdbadmin rebuild') when I was fixing other things 'round those parts in
1.1.1.  The usage messages for those say that data will be purge if there is
any, implying that if there's *not* that's okay, too.  But the code isn't as
forgiving.

I filed issue #420 to track this.
