Close. It would be great if the MySQL commits database were integrated enough (even optionally) to serve as a cache of data so that ViewVC didn't have to poll the VC system on every request. But as it stands today, the commits database is merely a way to query commits. You can play with this feature by visiting the Subversion project's ViewVC instance (at http://svn.collab.net/viewvc/svn/) and clicking the "Commit Query" tab (of sorts).
