Jonathan, this discussion list is for users of ViewVC, a piece of
software that is distinct from Subversion and/or CVS aimed at allowing
folks to browse Subversion and CVS repositories via their web browsers. 
It sounds to me as if you aren't using the ViewVC software, and are
instead having some fundamental issues with Subversion itself.  Please
re-raise your questions on the Subversion users list
