Is your machine actually named 'cscsvlway003'?  I mean, can you at a cmd
shell run 'ping cscsvlway003' and have it show success?  Simply telling
standalone.py to use a given hostname with the -h option doesn't ensure that
your web browser will know it.

Try running standalone.py without the -h option, and then browsing to
"http://localhost/viewvc" in your web browser.
