Blast it. ;-)  Thank you for your response nonetheless, at least I can
now dissuade my users from doing this and send them down the cvs remove,
cvs add back in again route to maintain the filename - fortunately it's
not a common occurrence that someone wants a CVS rename.

ViewVC doesn't support (or claim to support) CVSNT at this time -- only
CVS
and Subversion.  We've done some simple thing to get basic handling of
CVSNT
RCS trees in place, but have never even attempted something resembling
exhaustive support of that version control system.  Sorry.
