That kind of page-internal bookmarking is provided by the templates which
drive ViewVC's output.  Some sites might choose to expose functionality like
that, some might not -- it all depends on how they compose their templates.

The default templates which ship with ViewVC do provided ids for the
bookmarks, though the syntax is #lNNN -- that's a lower-case 'L' followed by
the line number[1].  But there's no CSS to make that line display as
highlighted.  I honestly don't recall the link-and-highlight behavior ever
being part of stock ViewCVS/ViewVC.  (But then, there are right many things
I don't recall, so...)
