Thanks for sharing the version number.  You are correct that that version
does support the 'allow_tar' option.  What you are seeing is consistent with
something going wrong not at configuration time, but at tarball generation time.

You have not, however, answered my second question.  Your web server (which
I assume is Apache) has a log file devoted to errors (somewhere like
log/error_log).  Is anything written to that file when tarball requests are
served by ViewVC on your server?  Sometimes Apache will record a whole
Python stacktrace in that file -- that's really useful information if it's
available.
