What version of ViewVC are you running?  The presence in your configuration
file of options like 'use_enscript' and 'py2html_path' would seem to
indicate either that you are running ViewVC 1.0.x (which doesn't offer the
authorizer feature at all), or that your configuration was not very
carefully migrated when you guys upgrade from ViewVC 1.0.x to ViewVC 1.1.x.

Assuming you're running ViewVC 1.1.x, is your ViewVC *authentication* --
that is, whether or not users are required to provide a username/password or
some other identifying credentials -- configured the same way that your
Subversion authentication is?
