It appears that you have configured Jira to point to Subversion itself, not to ViewVC, which explains the problem you see. Subversion will ignore the "?root=svn&pathrev=1949" portion of the URL which Jira generates, and will serve up the file's raw contents (as of HEAD) instead. You need to figure out the URLs for your repository as it appears via your ViewVC installation and put *those* into the various fields in the "Web Linking" section of this configuration dialog.
