Correct (sorta).

In the default template set, access to the Root Listing view can be found by
clicking the leading "/" of the path in the top-left corner.  In the "newvc"
template set, these views are more explicitly laid out.

But note that rather than replacing that header file (which only happens to
work because the template sets are similarly designed), you should just
update the template_dir configuration variable to point to
"templates-contrib/newvc/templates".
