You're probably not doing anything wrong.

I'm going to assume that you are running ViewVC 1.1.12.  If so, you are
probably seeing the effect of a regression bug introduced in that release.
The bug is tracked as "issue #501" in our tracker[1], has been fixed, but
the fix is not yet released.

Look for the fix when ViewVC 1.1.13 is released, or consider helping us to
test the unreleased code by installing and running the 1.1.x nightly
build[2].  If you choose to wait for 1.1.13, you might wish to subscribe to
our announce@ list[3], which is an extremely low-traffic list used only to
announce new releases -- an event that occurs about 4 or 5 times annually.
