[viewvc-users] Could not open the requested SVN filesystem

Hi, I've been trying to set up viewvc on an Ubuntu 12.04 box. I believe I have set everything up correctly but keep getting the error "Could not open the requested SVN filesystem" when I browse to /viewvc/viewvc.cgi for that machine. The Apache error logs show: [Thu Jul 19 08:42:14 2012] [error] [client 192.168.6.44] (20014)Internal error: Can't open file '/usr/development/svn/viewvc.cgi/format': No such file or directory [Thu Jul 19 08:42:14 2012] [error] [client 192.168.6.44] Could not fetch resource information. [500, #0] [Thu Jul 19 08:42:14 2012] [error] [client 192.168.6.44] Could not open the requested SVN filesystem [500, #2] [Thu Jul 19 08:42:14 2012] [error] [client 192.168.6.44] Could not open the requested SVN filesystem [500, #2] /usr/development/svn is the root_parents in my viewvc.conf file. What I don't understand is why it is even trying to open the listed file. It seems to be treating my root directory as if it were an SVN repository. This is obviously a configuration error on my part but I can't figure out what I've done wrong. Does anyone have any advice?
