See my private email for the reasonings, but I've just committed some
commented-out code for doing as you suggest.  That's not a reflection of the
value of your suggestion or anything -- just the level of feature
endorsement (and isolation) I'm willing to make at the moment.

I might, in the future, just codify the change into a formal
'bump_cgi_nice_level' configuration value.  If you'd like to file an issue
for that "next step" change, that's cool with me.
