GAH!  A very slow and careful reading of this patch (which was just the
original changes to this area of the codebase made in 1.1.19) helped me to
identify the original issue.  I will fix this immediately and release 1.1.20
today.

I wasn't able to reproduce the issue because my CVS parent-path is really
that -- a directory in which many CVS roots are found.  The problem only
shows up when the root-parent is, in fact, itself a CVS root.

Guys, I am *so terribly sorry* for the frustration this must have caused.
