[viewvc-users] Verify lib directory permissions post-install or upon execution

It was due to the script not having proper permissions to the viewvc install directory. It's a fairly simple issue, but would it make sense to have some sort of validation or logic in the cgi to ensure that the lib directory is accessible on top of the current validation ensuring it exists?
