[viewvc-users] Verify lib directory permissions post-install or upon execution

Hello -

On a server with a default umask of 077, the viewvc.cgi fails with a 'sapi
Import error'. It was due to the script not having proper permissions to
the viewvc install directory. It's a fairly simple issue, but would it make
sense to have some sort of validation or logic in the cgi to ensure that
the lib directory is accessible on top of the current validation ensuring
it exists?

If not, maybe a note in the FAQ to mention umask settings as a potential
trip up may help point people in the proper direction.
