Dave,

ViewVC does not depend on -- or even use -- the Subversion HTTP modules,
configuration, etc.  You should absolutely be able to offer ViewVC access
over HTTP(S) while providing client access solely using svn+ssh.  You will
need to find a way to offer common authentication (or at least map
usernames) between the two, and LDAP may very well be the answer to that.
