ViewVC generally has no trouble at all with Chinese-named folders in
Subversion repositories.  In fact, Subversion itself stores all
repository paths using the UTF-8 character encoding, which is the native
output format for ViewVC, so ViewVC doesn't even have to try to
translate from one encoding to another.  But let's see if we can't
figure out what's going on in your situation.  To do this, I'll need you
to provide a few more pieces of information:

- The name of the subfolder that is causing trouble

- Which browser you are using

- The error that you see in the browser when you try to navigate to the
folder

- Any information added to the Apache access and error logs when you try
to navigate to the folder
