Log message:
Add experimental support on windows for the client to send the server 
stats if the server has not already sent them 

eg: if the server is firewalled from the internet or 
    the administrator disabled the sending of stats.

The client send stats can be overridden with --nostats global option.

This also adds the following:
* fixes what I think was a bug where the server would send stats 
  even if sending stats from the server was disabled 
* adds build compiler/platform/os to the trace information of
  both the client and the server
