Bug5819: Further improvements to diagnostic output:
* now shows lock server clients and locks (if available)
* shows rtag exclusive lock setting
* shows 'is rtag lock' variable
* shows command verb
* fixes typos

Note: this adds a new lock server command 'Unmonitor'.
