Log message:
mkdir_p was completely wrong for Win32, and CVS_MKDIR similarly afflicted.  Also Win7 returns ERROR_BAD_IMPERSONATION_LEVEL if you're not elevated and try to do something an admin could do rather thant ACCESS_DENIED
