rollback previous change 35684c0e67804ed4 by tony.  Unfortunately the autoconf toolchain cannot be updated in prod releases - so I'm rolling this out.  The existing toolchain supports the existing platforms - changing it is likely to break some other platform and even if it doesn't it means months of testing...  Was there a particular reason why Tony wanted to switch from Autoconf 2.59 to Autoconf 2.64?
