Bug5923:
patch to implement long delay in rtag to check timeout.  

eg: set sleep_rtag=120 then the server 'waits' for 120 seconds 
during the rtag.  This is to ensure that the client does not 
accidentally 'time out' during long server operations when no 
IO is received for a long time.
