1) remote users do NOT need a local repository, CVSNT was designed for
networks MUCH slower than even the slowest networks in use today (try
110/75 baud).
2) If you really want multiple repositories you need to upgrade to CVSNT
2.5.04
3) we only supply instructions for how to do this with Linux CVSNT
