With the introduction of the changelog editor this problem now also affects commits:

Steps to reproduce the problem:

Use monotone in a non-English locale. (Tested on Windows XP SP3)
Expected result:

Properly visible characters.
Actual results:

("Tõtigkeit" should have been "Tätigkeit")
