This must be a mistake in building that version. If the instructions in monotone/innosetup/README.txt are followed, the installed binary has a valid base revision.

The downloadable Windows binary from monotone-1.0-setup.exe has no revision information:

> mtn --version
monotone 1.0 (Basis-Revision: unknown)
