I always forget about this because I've never actually used it, but an
easier option is the template.client configurable.  You set up a
client with the default view you want, do "p4 configure set
template.client=that_client_name", and every client created after that uses
your template client to build its default view.

The approach I was thinking of was using a form-out trigger -- there's an
example in the admin guide:

The trigger approach lets you be a little more sophisticated than the template
approach because you can modify the behavior based on the user -- for example in
the Workshop there's a script that customizes the default client view for
registered users to directly the "//guest/their_name/" folder that
they have write access to.
