[p4] Parallel Submit not actually submitting in Parallel

Posted on behalf of forum user 'ironbelly'. I don't see any literature anywhere that explains how to actually set any of the related variables for P4V nor do any of the commands found in articles seem to work. For example: http://answers.perforce.com/articles/KB/3690 states that I should run p4 property -l -A -n P4V.Features.Parallel however running that just results in this error: P4V.Features.Parallel - no such property. The same error comes up for ALL of the commands suggested in that article. Anyways what I am trying to do is just get parallel submit working properly because right now my max speed(around 7Mbps on a 200Mps connection) is indicating that I am only submitting files on a single thread.
