[p4] Changelist filter prevents view resize

If I make a pending change list filter contain a few long workspace paths:


  
-  The filter exp ression makes the pendning changelist view much wider.
  
-  The workspace tree view width shrinks and can no longer be resized.
  
-  Switching to "Submitted" or "Workspaces" tab they all
  have the same maximum width
  
-  When filter is cleared - all returns to normal and panel widths can be
  changed


While you are at it:


  
-  Please make a checkbox on each filter row so they can be individually turned
  on or off.
