Sounds like there is more than one problem with reconcile specifically from p4v. We are still working on the details of reconcile opening the existing file for add instead of edit. My studio just started updating to 2017.3/1590419. We're now seeing that a reconcile in P4V completely misses any moved files that were moved outside of Perforce. You'll get a "There are no files that need to be reconciled" message but if you look in the Workspace view you'll see the changes there.
