Exactly which files do you have?

- db.* (database) files?

- *,v and *.gz (archive) files?

- checkpoint.* files?

- the journal file?

The two vital components of a Perforce server are the database files and the
archive files.  If you don't have both of those two, your history
is not accessible (the database is the index/structure and the archive files are
the content).  The checkpoint and journal files work as a backup for
the database files.
