I did find the 2016 version of the code.  It's available to use
and it apparently works.  If I use it instead of the default 2001, I
no longer get the "Client doesn't have the necessary support for
reconcile" when I tun "p4 reconcile -n".  Instead, I
get the familiar list of  all  the files in the cwd needing to be added.

You said earlier...
"  If you create a new workspace with no state and run reconcile, every
file looks like a new file. "
What does "with no state" mean ?
