Either way works -- it wasn't clear to me that "wtf" in your
example was a full checkpoint.  But either way you need to do this in
your P4ROOT directory -- or in your example, I guess you'd have built a new
db.label table in your other directory and you'd be able to move it into
place.

Note that the server should be shut down while you do this, or at the very least
you should warn users that anything they do with labels while you're doing
this is likely to be lost.
