It was not fixed in 2017.3.

   Bummer about the lost changelist
description!  I'm not aware of a way to recover it.

Do you know if there are any triggers active at your site? I did some looking
for a bug report, and found a report titled "Change description updates by
trigger are sometimes being lost" - (job080355).  If your local
site admins have implemented certain types of triggers that interact with the
'change spec' form that contains your changelist description, it is
possible this isn't a simple bug, but a more complex "interaction
between systems" bug.

I would suspect it is a complex bug like that, which might even be in the
trigger.

Please do ping [email protected] to follow up on this. If you do have
triggers at your site, mention job080355 as a possible root cause.
