[p4] Changing workspace w/keyboard bug

Posted on behalf of forum user 'Jeffs'.

With >2 workspaces:
1. Not selected client spec.
2. From the workspace or depot view (Ctrl9 or Ctrl0), use shift tab to focus on
the "client spec" drop down. 
3. Use the down arrow to select the next client spec. 
4. Repeat down arrow press: Instead of going to the third client spec, it goes
back to the one selected in 1.
