Have you tried turning it off and on again?  As in restarting the
existing server instance (if you didn't shut it down before running the
checkpoint, it's still running, which is why you can't start another one
on the same port), and failing that, rebooting the machine?

What *should* happen when you take a checkpoint is that the server should just
stop accepting incoming requests while the database is being checkpointed, and
then resume normal operation when the checkpoint is done.  It's
not clear to me what might have happened that would make it unresponsive after
the checkpoint is done, but since you haven't provided any error messages or
more detailed description of the behavior it's hard to even
speculate.  In any event, try kicking it and see if that
helps.   :)
