Surprised I'd never really thought about this case before, but that's
arguably a bug -- "p4 annotate" otherwise follows the same history
path as "p4 filelog", which would mean that by default it should
follow renames (just like "-i" follows branches and renames, and
"-h" follows branches and renames and copies).
