p4 unlock -f //... p4 reconcile //... p4 sync //... p4 resolve -at p4 submit   
You shouldn't need to worry about getting rid of other users' pending
changelists.  When they sync, they'll just resolve their open
changes vs your changes.

The "resolve -at" step in the above is the assertion that what you
have is the latest.  If you're wrong, this is the part where
changes get lost.
